I took this from the forums, i had to, this guy put together a really nice set up:

I made some choices for the gem slots, for every slot except the meta-slot, and here's how the stats turned out: (Thanks Pewpewkk for putting this table together, sorry for blatantly stealing and using it in the same thread :P )

Here's the gem choices I made:

Tier 4:
Blue Sockets

Tier 5:
Blue Sockets

There are other choices that could have been made for these pieces, other combinations of stamina, spell crit, and spell damage. This is merely what I chose. With these gem choices, Tier 4 and 5 are clear upgrades over tier 3 in every way. The debate is really that Tier 4 seems to be better than Tier 5. However, Tier 5, while having worse base stats, has pretty much the same spell damage (3 less spell damage, big deal) while having double the spell crit.

That double spell crit is rather important, if you remember what the Tier 5 4-piece bonus is: 70 more spell damage for six seconds on every crit. With 20% or more spellcrit, that 4 piece bonus will be active pretty often.

However, the Tier 4 2-piece bonus is insanely powerful in PVP (Although not as much in a lot of PVE situations).
