When irrev was fury i noticed that i would miss more often than the boss or mob would parry/dodge. And i had little to no expertise and at least 215 hit at that time. And as i understand it a fury warrior is only a rogue in plate.
When Blizzard created hunters they gave them twice as many ways to fuck up as any other class.
Warriors generate more or their DPS from yellow damage. Thats why the acceptable hit rating for warriors is lower that a rogues. Rogues are more dependent on their white damage. Also, I think one part of the reason people say 200 is if you have any more, you can end up with more rage than you can use instead of stacking another stat somewhere else to make those WW's and BT's hit harder.

P.S.: Unless Whirlwind suffers from the dual-wielding penalty, you only need to stack a max of 136 Hit Rating to make it always land. Anything extra is wasted.
